Robert B. Lambeth Jr.

Robert Lambeth serves as President and has held this position since 1983. Robert oversees the coordination of collaborative projects for our member institutions, including government relations, marketing, and business & purchasing activities.
He received his bachelor's degree in political science from Randolph-Macon College in Ashland, Virginia and studied at Wroxton College in Banbury, England. He earned a law degree from the T. C. Williams School of Law at the University of Richmond and has also done graduate work in government and foreign affairs at the University of Virginia.

Carrie Caumont
Director of Government Relations and Member Services

Carrie joined CICV in 2017 as the Director of Government Relations and Member Services. She is responsible for government affairs and advocacy, marketing and student recruitment on behalf of the 28 member institutions.

She has over seven years experience in the executive branch of state government and six years working at one of our member institutions. She received her bachelor's degree in political science from James Madison University in Harrisonburg. She and her husband Darren are the happy parents of two young children.

Connie Pesavento
Executive Assistant
Connie joined CICV as Executive Assistant/Project Coordinator in the fall of 2012. Connie manages the day-to-day operation of the CICV offices and supports projects that require organizational and logistical assistance.
Connie has senior level experience in administrative operations and human resources. She has a Bachelor’s Degree in Business Management from Scared Heart University in Fairfield, CT and is a certified Professional in Human Resources (PHR).

Anita Girelli
Director of Business Operations
Anita joined CICV as the Director of Business Operations in 2012. Anita manages Collaborative Purchasing Programs and the Corporate Sponsor Program, keeps the office finances in order, and organizes several professional development meetings each year.
Anita has worked in Admissions, Student Services, Adult Education, and the Registrar’s Office. She has a Bachelor’s Degree in Math Education from The University of Connecticut.

Lora Toothman, FMP, LEED Green Associate
Project Manager
Lora joined CICV in 2016 as the Project Manager for the Solar Market Pathways Program. Her responsibilities include facilitating the installation of solar power at Virginia’s private colleges, creating learning opportunities for students, and building a replicable model for solar implementation that can be used by similar organizations nationwide.

Lora has been a project manager in the nonprofit and public sectors for more than 17 years, with experience in higher education, public housing development, and public transportation. She has a Master's Degree in Urban and Regional Planning, and a Bachelor's Degree in Art History from Virginia Commonwealth University.

Tim Klopfenstein, FSA, CERA
Executive Director, Benefits Consortium

Tim is the Plan Administrator and chief executive of the CICV Benefits Consortium.
Tim began working in the actuarial field in 1980 and has 17 years of experience as the chief financial officer of various insurance entities including seven years as CFO for health insurers. He has a Master’s Degree in Actuarial Science from the University of Nebraska, Lincoln, and a Bachelor’s Degree in Math/Systems from Taylor University, Upland, IN.

Wanda Gardner
Manager of Client Services and Accounting, Benefits Consortium

Wanda is responsible for the accounting of the consortium, provides support for its member colleges and edits the quarterly newsletter. Wanda has over 20 years of experience in various accounting roles in several corporations, as well as five years of experience in benefits administration. She has a Bachelors Degree in Accounting from Lynchburg College.

Brittany Coles
Health Promotion and Benefits Assistant, Benefits Consortium

Brittany is responsible for general support to member colleges. She has experience in retail sales and has worked as an academic advisor for undergraduate and graduate students. Brittany holds a BS in Biology and a Master of Public Health Degree, both from Liberty University.
